Blue Bin recycling is overseen by Circular Materials, but day-to-day services such as pickup and bin replacement are handled by local contracted providers. Municipal services, including Toronto’s 311 line, no longer handle recycling questions.

How Blue Bin recycling works now (short version)
Circular Materials oversees Blue Bin recycling across Ontario and maintains the official recycling rules.
Curbside providers handle collection, bins, and service issues in each area.
Municipalities no longer manage Blue Bin recycling programs, though they still manage garbage and other waste streams.
